Carmen takes the commuter at Madrid Leganes listening to music through headphones while moving her finger on the mobile phone. She appears to read and write something interesting on the screen while waiting for the subway connection. Carmen is going to a square in the capital from which Paul tweeting, about forty people are vthere, discussing whether or not to camp that night. We could get some sacks, mats and a stay, says one of the forty,in a circle. Alba, Paul and others are not united in their love of camping, but a similar life situation, a similar expectations for the future . «They call it democracy and it is not,» they chant after deciding they are going to stay. Holding unauthorized rally, a fine of up to 600 euros each for participants and organizers.

Angel lives in the neighborhood of La Viña. Esperanza, a neighbor two doors down, with two small children, has spent three years unemployed and can not afford to pay the mortgage granted by Banco Santander. She is a lifetime friend of Angel’s family and this morning she will be evicted. The ‘Platform of those Affected by Mortgage’ group in Cadiz has organized to avoid eviction. Abdoulaye has reached the border of Ceuta. After several months of travel from Senegal, he gets into Spanish territory. International human rights law prevents instant deportation, but the Civil Guard, after beating him and collecting  cameras, expels him back across the border with Morocco. The Public Safety Act regulates instant returns of immigrants that are caught when they try to enter Ceuta and Melilla irregularly so that now despite human rights law, no Civil Guard can be charged, as was  the case.

Lack of respect for authority: fine up to 600 euros. Unauthorized use of images of members of the Security Forces of the State: fines of up to 30,000 euros.

• The projection of light beams through any device, on members of the Security Forces to prevent or hinder the exercise of their functions.
• The occupation of houses and unauthorized hawking.
• Failure to report the loss or theft of a weapon.
• Irregularities in the completion of records provided in this Act importance for public safety.
• Not having the legally required personal documents and not to report theft or loss.
• Negligence in the custody of the legally required personal documentation, understood as being the third and subsequent lost or stolen within one year.
• Refusing to give the documents to the police.
• Damage to movable or immovable property of public or private use that are in the street.
• Climb buildings or monuments without authorization when there is risk of damage incurred.
• The removal of fences, curbs or other fixed or movable placed by the Security Forces to define security perimeters.
• Let loose or able to cause damage wild animals and pets leave in conditions which may endanger his life.
• The consumption of alcohol in public places which disturb the public peace.

Esta multa procede de la aplicación del nuevo reglamento: Faltas leves: entre 100 y 600 euros

• La celebración de manifestaciones sin comunicar a las autoridades, cuya responsabilidad corresponderá a los organizadores.
• Exhibir de objetos peligrosos para la vida e integridad física de las personas con ánimo intimidatorio.
• Incumplir las restricciones de circulación peatonal o itinerario con ocasión de un acto público cuando provoquen alteraciones menores en el normal desarrollo.
• Las faltas de respeto y consideración cuyo destinatario sea un miembro de las Fuerzas y Cuerpos de Seguridad en el ejercicio de sus funciones de protección de la seguridad.
• Hacer o incitar a actos que atenten contra la libertad e indemnidad sexual, o ejecutar actos de exhibición obscena.
• La proyección de haces de luz, mediante cualquier tipo de dispositivo, sobre miembros de las Fuerzas y Cuerpos de Seguridad para impedir o dificultar el ejercicio de sus funciones.
• La ocupación de casas y la venta ambulante no autorizada.
• No denunciar la perdida o el robo de un arma. Las irregularidades en la cumplimentación de los registros previstos en esta Ley con trascendencia para la seguridad ciudadana.
• No tener la documentación personal legalmente exigida o no denunciar su robo o pérdida.
• La negligencia en la custodia y conservación de la documentación personal legalmente exigida, considerándose como tal la tercera y posteriores pérdidas o extravíos en el plazo de un año.
• Negarse a darle la documentación a la Policía. Causar daños a bienes muebles o inmuebles de uso público o privados que estén en la vía pública.
• Escalar edificios o monumentos sin autorización cuando haya riesgo de que se ocasionen daños.
• La remoción de vallas, encintados u otros elementos fijos o móviles colocados por las Fuerzas y Cuerpos de Seguridad para delimitar perímetros de seguridad.
• Dejar sueltos o en condiciones de causar daños animales feroces, así como abandonar animales domésticos en condiciones en que pueda peligrar su vida.
• El consumo de alcohol en lugares públicos cuando perturbe gravemente la tranquilidad ciudadana.

Carmen baja del cercanías que la lleva de Leganés a Madrid escuchando música por los auriculares al tiempo que, de forma minuciosa, desplaza su dedo por el teléfono móvil. Carmen parece leer y escribir algo interesante en la pantalla mientras espera la conexión de metro. Carmen viene de una ciudad dormitorio y va hasta una plaza de la capital desde la que Pablo tuitea que unas cuarenta personas debaten sobre si acampar o no esa noche a dormir. Podríamos coger unos sacos, unas esterillas y quedarnos, dice alguno de los cuarenta, casi todos jóvenes, que se observan las caras, todas nuevas, en círculo. A Alba, Pablo y los demás no los une su amor por el camping, sino una situación vital similar, unas expectativas parecidas de futuro y una lectura política de lo que está ocurriendo en su país. “Lo llaman democracia y no lo es”, corean algunos de los cuarenta tras decidir que van a quedarse. Celebración de manifestación sin autorización, multa de hasta 600 euros para los participantes y convocantes.

Abdoulaye ha llegado a la frontera de Ceuta. Después de varios meses de viaje desde Senegal, consigue tocar territorio español. La legislación internacional de Derechos Humanos impide las devoluciones en caliente, pero la Guardia Civil, tras golpearlo, como recogen las cámaras, lo expulsa al otro lado de la frontera con Marruecos. La Ley de Seguridad Ciudadana regula las devoluciones ‘en caliente’ de los inmigrantes que sean detectados cuando intenten entrar en Ceuta y Melilla irregularmente. A pesar de la legislación sobre DDHH, ningún Guardia Civil podrá ser imputado, como pasaba hasta ahora.

Esta vez, cuando su caso llegue a juicio no pasará como en acciones anteriores en las que, tras demostrarse que no se produjeron daños ni hubo violencia, quedan libres de delito. Reuniones o manifestaciones no comunicadas o prohibidas en lugares que tengan la consideración de infraestructuras críticas como centrales nucleares, multa de hasta 600.000 euros.

En una manifestación en Madrid, policías sin la identificación visible ordenan a un foto periodista identificarse mediante su DNI. El periodista, grabando la escena, le pide al mando policial conocer su número de placa antes de enseñar su documento de identidad. En ese momento, uno de los policías que lo rodean le golpea la cámara que cae al suelo y posteriormente el brazo, antes de llevárselo detenido. La escena es, a su vez, grabada por un manifestante con teléfono móvil, que rápidamente difunde lo que ha pasado por redes sociales. Negativa a identificarse, multa de hasta 30.000 euros. Falta de respeto a la autoridad, multa de hasta 600 euros. Uso no autorizado de imágenes de miembros de las Fuerzas y Cuerpos de Seguridad del Estado, multas de hasta 30.000 euros.
